Concessional lending refers to the provision of loans to micro and small business entrepreneurs at a low interest rate ranging from 7% to 8% per annum through subsidization of interest rates with the support of JSC Damu Entrepreneurship Development Fund. In this lending arrangement, the Bank's interest rate on the loan starts from 21.75%, with the remainder being subsidized through public funds, which alleviates the financial burden for entrepreneurs during the loan repayment process.

The Damu Fund is a joint-stock company known as the "Damu Entrepreneurship Development Fund." This organization offers financial support to entrepreneurs as part of state programs. The Fund does not directly provide loans to entrepreneurs; instead, its support programs are implemented through partner banks.

The loan is earmarked, and upon receipt, it is crucial to confirm the intended use of borrowed funds by submitting documents confirming the payment (payment documents) and receipt (invoice, bill, etc.) of the asset, work, or services:

1. Working capital financing loans must be confirmed within one month after obtaining the loan.

2. Investment loans must be confirmed within two months after obtaining the loan

Failure to confirm the intended use results in the entrepreneur losing state support, and they are required to repay all loan subsidies previously provided by the Damu Fund.

Loan is accessible to entrepreneurs across various industries, except for:

1. Activities of pawnshops/microfinance organizations/factoring/leasing companies;

2. Projects of entrepreneurs engaged in trade in the cities of republican and regional significance (except for food trade);

3. Projects of entrepreneurs implemented in activities outlined in Article 24-4 of the Entrepreneurial Code of the Republic of Kazakhstan.

8%: The loan interest rate is capped at the base rate of the NBRK + 7 percentage points, of which 8% is covered by the entrepreneur, and the remaining difference is subsidized by the state;

7%: The loan interest rate applies to projects located in mono and small towns, rural settlements, and social entrepreneurs, and is capped at the base rate of the NBRK + 7 percentage points, of which 7% is covered by the entrepreneur, and the remaining difference is subsidized by the state.
