Pension Payments for Repayment of Home Mortgage Loan Principal

We are clarifying the details of using the Lump-Sum Pension Payment (LSPP) funds for repaying mortgage loans with the regulator.
Currently, our customers can use the LSPP to repay both the principal and interest, as was the case before.
We will notify you of any changes as soon as we receive official clarifications.

In Kazakhstan, the Rules for the Use of Lump-Sum Pension Payments to Improve Housing Conditions have been amended. According to the changes, lump-sum pension payments may now be used to partially or fully repay only the principal debt of a home mortgage loan. The repayment of interest, penalties, and fines using pension savings is no longer permitted. Previously, such use was allowed under these Rules.

The application procedure has also been changed. After opening a special account, the applicant submits an electronic application to use pension funds, indicating the account number, the purpose of use, and the available amount, which is certified by the applicant’s electronic digital signature. Previously, the same application also required specifying the method for withholding and transferring personal income tax.

The Order clarifies that the assignment of rights under a Home Construction Savings Agreement is permitted only to spouses and close relatives, who are not entitled to transfer these rights to third parties.

In addition, if supporting documents are not submitted, the money will be returned to the applicant’s UAPF account. In the event of an erroneous transfer, the authorized operator must send a notification to the UAPF, along with the applicant’s consent, within three working days. The UAPF will then return the money to the applicant’s account within five working days.

The Order will take effect on 2 February 2026, except for the provisions on the cancellation of personal income tax withholding, which came into force on 1 January 2026.

Cash Collateral under JAÑA Mortgage Will Be Placed in Deposit

Due to the planned amendments and additions to Resolution No. 3 of the Management Board of the National Bank of the Republic of Kazakhstan dated 31 January 2011, “On the Approval of the Standard Chart of Accounts for Accounting in Second-Tier Banks, Mortgage Organizations, Development Bank of Kazakhstan JSC, and Branches of Non-Resident Banks of the Republic of Kazakhstan,” which will enter into force on 1 April 2026 and provide for the exclusion of Account 2240 (Account for Holding Funds Received as Security (Collateral, Advance Payment) for Customers’ Obligations”), the standard chart of accounts will no longer include an account for holding funds received as cash collateral to secure customers’ obligations.

 

As part of these amendments, Bank CenterCredit will place the cash collateral used as security for a loan under the JAÑA Mortgage product in the Guarantee deposit.

What this means for the customer:

  • Cash collateral will be placed in a deposit
  • Interest will be accrued on the deposit at a rate of 0.1% per annum.
  • This improves the terms for the customer, as no interest was previously accrued.
  • The deposit will be covered by mandatory deposit insurance in accordance with the requirements of the current legislation of the Republic of Kazakhstan.


After the push notification is sent in the bcc.kz app, you will need to sign the following documents online:

  • an application to open a deposit;
  • the Guarantee Deposit Agreement;
  • your spouse’s consent, if applicable;
  • an addendum to the Bank Loan Agreement.


Please  be advised that the loan terms and servicing procedure remain unchanged.

Update on Changes in Business Customer Tariffs in 2026

Please be informed that the amendments to the Tax Code took effect on 01 January 2026 in Kazakhstan, according to which certain banking fees are now subject to VAT.
The Bank’s tariffs for such services are indicated inclusive of VAT, with no extra or hidden charges.

Information for individuals on Tariff Changes from 2026

From 1 January 2026, in accordance with the tax legislation of the Republic of Kazakhstan, certain banking services will be subject to value-added tax. As of that date, the VAT rate will be 16%.

The majority of Bank CenterCredit product tariffs remain unchanged. Updates will apply to payments — the new tariffs will be effective on 20 April 2026. Current terms are available in the “Tariffs” section by following the link.

Bank CenterCredit offers a new product for private customers called “Account for the Self-Employed”

This account is intended for crediting income derived from professional activity by individuals registered as self-employed, and for making settlements under a special tax regime in accordance with the laws of the Republic of Kazakhstan.

The account can be opened via the bcc.kz mobile app or at the Bank branch.

You are eligible to qualify for the self-employed regime if:

  • You are a citizen of the Republic of Kazakhstan or a Kandas.
  • You run your business independently, without any hired employees.
  • Your monthly income is up to 300 MCI, approximately ₸1,297,500.
  • You are engaged in an activity permitted for self-employed individuals (the list is approved by the Government of the Republic of Kazakhstan).

Notice of inactive current accounts closing

Dear customers! 

JSC “Bank CenterCredit” (the Bank) hereby takes this opportunity of expressing deepest respect and thanking for your confidence in the Bank .  

This notice is addressed to customers who are legal entities (their branches and representative offices), individuals engaged in entrepreneurial activity, advocacy, private notary activity, private enforcement officer activity, professional mediator activity, as well as peasant (farmer) farms without formation of a legal entity (the Customers). 

In accordance with paragraph 1 of Article 28 of the Law of the Republic of Kazakhstan “On Payments and Payment Systems” (the Law) closing of the customer’s bank account shall be made at the customer’s request or independently by the bank, in cases of termination or refusal to perform the Bank Account Agreement or Bank Deposit Agreement  in the manner provided for by Article 29 of the Law. Pursuant to subparagraph 1) of paragraph 1 of Article 29 of the Law, the bank shall have the right to refuse to perform the Bank Deposit Agreement (close a bank account) in case of lack of money in the customer's bank account for more than 1 (one) year.  Paragraph 7 of Article 29 of the Law stipulates that in the event of lack of money in the customer's bank account, the bank shall terminate the Bank Account Agreement or Bank Deposit Agreement and close the bank accounts  upon expiry of 3 (three) months from the date of notice of refusal to perform the Bank Account  Agreement or Bank Deposit Agreement.  

The Bank notifies you about closing of bank accounts (refusal to perform the above-mentioned agreements), that have a zero balance for the period exceeding the last 12 (twelve) months and that will have no balance of money in the next 3 (three) months from the date of this Notice. At the same time, the fee for current accounts maintenance and closing is to be debited in accordance with the Banks tariffs. In case of disagreement with the termination of the business relations, please notify the Bank in writing or make a transfer operation (i.e. payment and (or) transfer) on the current account or top up the bank deposit.

Amendments to the Taxation of Lump-Sum Pension Payments from the UAPF

Taxation rules for lump-sum pension payments (LPP) in Kazakhstan have been amended.

Term for Applying Standard Tax Deductions

Law No. 208-VIII of the Republic of Kazakhstan, dated 15 July 2025, amended paragraph 3 of Article 48 of the Tax Code. The key change extends the statute of limitations for claiming standard tax deductions on LPP income from three to five years.

If you received LPP between 1 January 2021 and 31 December 2025, and are entitled to standard tax deductions (subparagraphs 2 and 3 of paragraph 1 of Article 346 of the Tax Code of the Republic of Kazakhstan), but did not fully claim them, you may submit an application to the UAPF, along with supporting documents (except those automatically obtained by the UAPF, such as disability information), by the end of 2025.

What Will Change from 1 January 2026

A new Tax Code of the Republic of Kazakhstan will come into force, introducing the following changes:

Full exemption of pension payments from the UAPF from Personal Income Tax (PIT), including lump-sum pension payments (LPP), for resident individuals of the Republic of Kazakhstan.

For non-residents of the Republic of Kazakhstan, PIT withholding will remain in place.

Cancellation of all outstanding deferred PIT liabilities as of 1 January 2026.

How Tax Applies Until 1 January 2026

Before the new Tax Code of the Republic of Kazakhstan comes into force, a 10% Personal Income Tax (PIT) on lump-sum pension payments (LPP) is withheld in accordance with the current rules (the Tax Code effective until 1 January 2026).

Deferred PIT is withheld either in equal monthly installments for up to 16 years (subparagraph 2 of paragraph 2 of Article 353-1), or as a lump sum, if the recipient has a pension annuity agreement with an insurance company (paragraph 6 of Article 353-1); receives length-of-service payments (paragraph 7 of Article 353-1); or has chosen the “lump-sum PIT withholding” option.

Please take these changes into account when making transactions with pension savings.

Bank CenterCredit Organized an ESG-Focused Training in Astana

A training session titled “ESG: Trends, Practice, Opportunities” was held in Astana. The event brought together business representatives and experts from Bank CenterCredit, KPMG Caucasus and Central Asia, the Astana International Financial Centre (AIFC), the AIFC Green Finance Centre, and the AIFC Financial Services Regulatory Committee (AFSA). The training was organized by the Sustainable Development Center of Bank CenterCredit in cooperation with the branch of JSC “Bank CenterCredit” at the AIFC.

During the training, key ESG trends, practical sustainable finance instruments, and opportunities for companies amid increasing sustainable development requirements were discussed. Special attention was paid to the role of financial institutions in supporting the ESG agenda and to the practical application of responsible finance instruments.

The training was held in a hybrid format (offline and online). Offline participants received personalized certificates from Bank CenterCredit.

For us, such events provide an opportunity to share accumulated experience and practical solutions with partners and colleagues.
