How To Protect Yourself From Scammers: Recommendations and Important Contacts

Phone and Internet fraud cases are increasing in Kazakhstan. To protect yourself and your finances, it is important to follow basic security rules: verify information only through official sources, do not fulfill requests from strangers over the phone or online, use strong passwords and two-factor authentication, and regularly update apps and your gadgets’ system.

If you get scammed, immediately contact the police by calling 102 or via qamqor.gov.kz website in the “File a police report” section. You should also block your card through your banking app or by contacting your Bank’s Call Center. Additionally, you can call the unified helpline at 116.

Fraudsters often pose as employees of banks, police, or other organizations, send fake messages on behalf of government services and stores, create fake online stores, and offer “profitable investments”. Please remember: the official authorities never request codes, passwords, or conduct investigations over the phone.

New Protection Measures: Criminal Liability for Transferring Bank Data to Third Parties

Bank CenterCredit informs about important changes in the RoK legislation aimed at protecting against financial fraud.



What will change from September 2025
As part of the fight against financial crimes in Kazakhstan, criminal liability is being introduced for illegally transferring access to bank accounts, cards and mobile applications of the bank to third parties. Exceptions are: transactions between spouses and close relatives. Amount of punishment: from a large fine to 5 years of imprisonment with confiscation of property. Facilitators of fraudulent schemes face restriction or imprisonment for a term of 3 to 7 years.

How fraudulent schemes work
Criminals actively recruit citizens through social networks and instant messengers, offering «easy money» for using bank details. Victims of such offers, called «droppers», often do not realize that they are becoming accomplices to crimes. As the National Bank warns, such schemes cause serious damage to the country's financial system and undermine citizens' trust in banking services.


Typical offers from fraudsters:

  • «I'll rent out a card for 50,000 tenge»
  • «People needed for cashing out»
  • «Earnings from banking operations»


Financial security tips from Bank CenterCredit

Never give to third parties:

  • Bank cards and their details
  • PIN codes and passwords for mobile banking
  • Access to banking applications
  • СМС codes for confirming transactions

Signs of fraud:

  • Offers of «easy money» through banking operations
  • Requests to «help with transfers» for a fee

If suspicious transactions are detected:

1. Immediately block the card via the bank„s Call Center/mobile application
2. Contact law enforcement agencies

  • Codes from СМС messages
  • Money transfers to «safe accounts»

“Safe Account”: How This Scam Works

Fraudulent scheme involving so-called “safe accounts” is becoming increasingly common in Kazakhstan. Scammers call people claiming their money is at risk and persuade them to transfer their savings to a supposedly “safe” account to protect them. In reality, the account belongs to the scammers, and any money transferred to it comes entirely under their control. Although older people are most frequently targeted, however younger Kazakhstanis also fall victim to this scam. Bank CenterCredit explains how this scheme works and what you should do to protect your savings.

Why “Safe Accounts” Do Not Exist

Banks do not have, and cannot have, special “safe”, “secure”, “protected”, or “reserve” accounts to which customers are asked to transfer their own money for safekeeping.

Bank CenterCredit emphasizes that any request to transfer your own funds to a “safe account” is a scam, not a security measure.

How the Scam Works

Scammers typically follow a well-rehearsed script.

  • First, they call pretending to be from a medical clinic, a utility company replacing meters, or an online marketplace regarding an order, and ask the victim to provide an SMS verification code. After obtaining the code, the call ends.
  • Later, another scammer calls, pretending to be a bank employee, police officer, or security specialist, claiming that someone is trying to steal money from your account, a loan is being taken out in your name, your personal data has been compromised, or your account is at risk.
  • To increase pressure, they create a sense of urgency, insisting that immediate action is required to avoid losing your money.
  • Scammers often warn victims in advance that the bank may contact them regarding the suspicious transaction, which is true because the bank's fraud monitoring systems detect unusual activity. They instruct victims to tell the bank that the transfer is legitimate and that the money is being sent to a relative or friend, preventing the bank from blocking the transaction.
  • The scammers then claim that the only solution is to transfer the funds to a “safe account”, where the money will supposedly remain protected during the investigation.

In reality, the funds are transferred directly to accounts controlled by the scammers. Once transferred, recovering the money is extremely difficult.

Warning Signs

If you hear any of the following during a phone call, end the conversation immediately:

  • “Transfer your money to a safe account immediately”
  • “We've opened a secure account for you”
  • “Your money must be protected until the investigation is complete”
  • “Don't tell anyone about this conversation”
  • “Follow our instructions and don't hang up”
  • “Take out a loan before the scammers do”
  • “Transfer the money yourself through your mobile banking app”

Any of these phrases is a strong indicator of fraud.

What the Bank Will Never Do

  • ask you to transfer your money to another account for “protection”;
  • ask you to take out a loan to safeguard your funds;
  • ask you to install third-party applications;
  • require you to keep a conversation confidential;
  • pressure you or rush you into making a decision.

How to Protect Yourself

If someone calls claiming there are suspicious transactions on your account, Bank CenterCredit recommends that you:

  • end the call immediately, even if the caller sounds convincing or claims to represent an official organization;
  • call the Bank yourself using the phone number listed on the official website;
  • never transfer money to any so-called “special” or “safe” account;
  • never disclose SMS codes, PINs, CVV codes, or passwords for your mobile banking app;
  • contact the Bank only through its official communication channels if you have any doubts.

Bank CenterCredit reminds you that only you decide what happens to your money, and any decisions should be made directly with the Bank, without intermediaries, “special investigations”, or urgent phone calls requesting transfers.

The Key Message

Safe accounts do not exist. If someone asks you to transfer your money to “protect” or “save” it, they are trying to steal it. The best protection is to end the call immediately and contact the Bank directly using its official contact details.

Changes to the Calculation of the Available Amount of Lump-Sum Pension Payments from June 5, 2026

Starting June 5, 2026, changes to the calculation of the minimum sufficiency threshold for pension savings will take effect in accordance with Resolution No. 422 of the Government of the Republic of Kazakhstan dated May 21, 2026.

As a result, the available amount of lump-sum pension payments (LPP) for improving housing conditions may change

BCC Rolls Out QR Code Payments for Shopping in China and Worldwide

Bank CenterCredit has launched the QR code payment service supported by UnionPay, enabling customers to pay for goods and services in China and other countries. The service allows QR code payments at over 100 million merchant locations in China, including all types of Weixin Pay (WeChat Pay in China) QR codes, one of the most widely used QR code payment systems in the country. The feature is integrated directly into the bcc.kz mobile app and does not require installing any additional services.

Most Chinese merchants accept UnionPay QR code payments.
To make a payment, simply open the bcc.kz mobile app and go to the ‘Pay via QR’ section. Then choose one of the payment methods:

  • Scan the merchant’s QR code, select the account to be debited and confirm the transaction; or
  • Generate your own QR code in the My QR section. Then select the card for payment and show the code to the merchant or hold it up to the scanner. Once scanned, the amount will be automatically debited from the card selected.

This service is available to holders of #DragonCard and #GoldCard issued within the UnionPay international network.

China remains one of the most popular destinations for Kazakhstani tourists and business travelers. Most settlements in the country are made via mobile payments, while traditional cash is hardly used, which underscores the convenience of digital services. Integration with UnionPay expands cross-border payment options, simplifies card usage abroad, and creates a reliable digital bridge between the payment systems of Kazakhstan and China,” emphasized Ms. Zhuldyz Kairzhanova, Vice President of Retail Business Development at JSC Bank CenterCredit.
